Is my brother a Moron?

Him & his wife have a 14 month old girl. They still let her suck a pacifier. Won't that mess up her teeth? They claim that she throws tantrums if they take it away from her, & that it's fine. She also pulls hair, kicks, and chokes her 2 yr old cousin and they think it's hilarious. What can we tell them?
