Tool to calculate total working hours & attendance management?

One of my friend has few employees working for him. They take long breaks during the working hours so the productivity is affected. He is looking for a software which should check the total login hours and must log off if the system remain idle for few minutes. Is there a freeware/shareware software available for this purpose. If the same or some other software which can handle attendance also will be most suited.
